according to the tax-list which has been issued by the manager of the railway, will be elosed by measures of the police.
On or before the above-mentioned date, the owners of all trade establishments are obliged to renew through the agents of the Land Department, the Notes of Promise and Trade Certificates.
The money may be paid directly to the management of the railway or to the agents of the Land Department, which are along the line.
To the population is given the right, after the assessment will be paid, to present complaints of all misunderstandings and errors that might arise, to the Manager of the railway.

The Eastern Chinese Railway Company hereby notifies the public that
any store keeper within the territory purchased by the said Company who fails to pay before the 8th of February (Russian Calendar), 1909, the first day of the second moon of the present year (Chinese Calendar), the taxes assessed for the promotion of the publie welfare and sundry matters, according to the list which was sanctioned by the Manager of the Eastern Chinese Railway Company and distributed to the different storekeepers, such store will be closed by order of the police authorities.
All storekeepers shall, within the time mentioned above, renew their licences. The payment of taxes should be inade at the Company's office; such payments may also be made to officers appointed by the Bureau of Land Affairs, at the different stations for such purpose.
In case of misunderstandings in the matter of the payment of taxes or disputes regarding the amount, the tax-payers may appeal to the Manager of the Company for adjudication.

approve the advice given by Mr. Willis to the Sun Life Assurance Company of Canada as to the action which they should take in the event of taxes being demanded from them by the Russian authorities.
